The morning decision

Before the crew arrives, there are decisions to make. The pour scheduled for today — can it go ahead? The scaffold erection planned for this afternoon — is the wind going to be a problem? The roofing gang due on site — is the forecast dry enough to mobilise them?

Those decisions matter. Getting them right saves money, protects safety and keeps the programme moving. Getting them wrong — mobilising a concrete crew into conditions that compromise the pour, or sending roofers up in wind that should have kept them on the ground — costs time, money and occasionally more.

Most site managers make these calls with the same tools a member of the public uses: a general weather app, a glance at the sky, and experience. Those inputs are not worthless. But they are not enough — because general weather information does not tell you what you actually need to know.

The question is not whether it will rain. The question is whether the rain, wind, temperature or gust conditions expected today will stop the specific operation you have planned.

Those are different questions. And they have different answers depending on what the work actually is.

Weather affects different operations very differently

One of the most common mistakes in weather-related planning is treating the forecast as a single variable. It is not. The weather event that stops one operation has no effect on another happening fifty metres away on the same site.

Consider a typical site with several operations running simultaneously:

Rain

Concrete and coatings

Rain during a concrete pour can compromise the water-cement ratio, affect curing and cause surface damage. The threshold depends on intensity — light drizzle may be manageable with protection; steady rain on freshly placed concrete is a different situation entirely.

Wind

Lifting and work at height

Crane operations, steel erection, scaffolding and work at height are highly sensitive to wind speed and gust conditions. Published standards and manufacturer specifications define the thresholds. Exceeding them is not a judgement call — it is a safety matter.

Temperature

Concrete, coatings and adhesives

Cold temperatures slow or stop the hydration process in concrete, affect the performance of adhesives, coatings and sealants, and make freshly placed materials vulnerable to frost damage. Heat creates the opposite problem — rapid evaporation and curing, cracking and reduced workability.

Humidity

Applied finishes and joinery

High humidity affects applied finishes, timber movement and the performance of certain adhesives. Low humidity in hot conditions can create problems for moisture-sensitive materials. These are often the least-considered weather parameters — but they can be the most disruptive to finishing trades.

The point is that a forecast of "15mm of rain and 35 km/h gusts" means something entirely different to the crane operator, the concreting gang, the roofers and the internal fit-out team on the same site. Each operation has its own thresholds, its own risks and its own mitigation options.

The real risk of using a generic forecast

A standard weather app is designed to tell a member of the public whether to carry an umbrella. It is not designed to tell a site manager whether to mobilise a concrete crew, whether the crane can operate safely, or whether the waterproof membrane application should be deferred.

Using generic weather information to make those decisions creates several problems:

  • Over-caution. Operations are stood down when the actual conditions for that specific trade would have been acceptable. Crew and plant are wasted. The programme slips unnecessarily.
  • Under-caution. Operations proceed when conditions exceed the relevant threshold for that trade. Quality is compromised, safety risk increases, and remedial work follows.
  • Unrecorded decisions. When the decision is made on gut feel, there is no record of the reasoning. If the operation is later delayed — or if something goes wrong — the site manager has no evidence of the decision-making process that was followed.

None of these problems are caused by bad judgement. They are caused by using the wrong input for the decision. A site manager with 20 years of experience is not better served by a generic forecast than a site manager with two. Experience helps, but it does not substitute for operation-specific information.

The decision about whether to run a trade is always an operational judgement. But that judgement should be informed by the right information — not a consumer weather app designed for a different purpose.

Thinking about thresholds

Every construction operation has weather limits. Some are defined in published standards. Some are specified by plant and equipment manufacturers. Some are set by the contract or the project's method statements. And some are a matter of professional judgement informed by training and experience.

The challenge is that these limits are rarely front of mind when the forecast is being checked. Site managers do not carry a mental library of wind speed limits for different crane configurations, or rainfall thresholds for different concrete mixes and pour types. They should not be expected to.

What helps is having a reference that connects the forecast condition to the relevant threshold for the planned operation — so the decision is based on the right comparison, not a general sense of whether the weather looks acceptable.

Wind and lifting operations

Wind speed limits for crane operations are typically specified by the crane manufacturer in the load chart and operating manual. They vary by crane type, configuration, load and working radius. The general position for most mobile and tower cranes is that operations should not proceed when mean wind speeds or gusts exceed the manufacturer's specified limit — but that limit is not a single universal number. It depends on the machine and the configuration.

For scaffolding, wind affects both erection and the structural performance of the completed scaffold. Many scaffolding standards reference wind load categories and specify conditions under which erection or alteration should not take place.

The practical point is this: when a wind forecast shows conditions near or approaching a threshold for a planned lifting or access operation, the site manager needs the gust speed — not just the mean wind speed — and needs it in the context of the operation planned, not as a generic headline figure.

Rain and concrete

Rain during a concrete pour is not automatically a stop condition. The decision depends on rain intensity, air temperature, the mix design, whether protection is available, the nature of the pour (slab, column, wall), and what finishing is required. Protecting a blinding slab pour in light drizzle is a different situation from placing and finishing a high-specification exposed concrete floor in steady rain.

The relevant guidance is usually found in the concrete specification, the project method statement, and standards covering concrete placement and curing. The forecast input needed is rainfall intensity — not just "rain or no rain."

Temperature extremes

For concrete, most specifications reference minimum placing and curing temperatures — commonly 5°C, though this varies by mix and specification. Below that threshold, without heating and protection measures, concrete should generally not be placed. In hot conditions, maximum placing temperatures are similarly important — above 32°C, workability, setting time and early-age strength development can all be compromised.

Applied finishes, adhesives and sealants typically have their own manufacturer-specified temperature ranges for application and curing. Applying a product outside its stated temperature range voids the warranty and risks failure.

Planning the week, not just the day

The morning check is essential. But it is reactive — it tells you what the conditions are for today. The more powerful use of a construction weather forecast is planning several days or a week ahead: understanding which operations are likely to be weather-constrained, sequencing accordingly and making early decisions about resource deployment.

If the forecast shows three days of wind conditions that will constrain crane operations, and structural steel erection is due to start on day one, that information on Monday morning is worth far more than the same information on Thursday morning when the crew is already mobilised.

A 14-day trade-specific forecast gives a site manager the following planning advantages:

  • Identify upcoming Amber and Red advisory days for the planned operations before the programme runs into them
  • Sequence weather-sensitive work to exploit the forecast Green windows
  • Pre-position resources so that weather-tolerant operations can fill constrained days without losing productivity
  • Make early calls on plant and specialist contractor mobilisation — before commitments are locked in and before costs are unavoidable
  • Alert the project manager and contract administrator to anticipated delays before they happen, not after

That last point is important. It is the connection between the site manager's daily planning and the commercial and contractual picture that the project manager and QS are managing.

Site managers and commercial teams often think of themselves as working on different problems. The site manager is focused on getting the work done. The QS and project manager are focused on the programme and the contract.

In practice, the daily planning decisions made on site are the foundation of any future delay claim. When adverse weather later becomes the subject of an Extension of Time application, the evidence that supports or undermines that claim was generated — or not generated — in the daily decisions made by the site team.

The questions a contract administrator or adjudicator asks about a weather delay event are:

  • What were the actual weather conditions on the days in question?
  • Which operations were affected, and why was the weather unsuitable for those operations?
  • Was the decision to stand down or defer the operation documented at the time?
  • Was a contractual notice issued when the risk became apparent?
  • Did the affected operations sit on the critical path to completion?

The site manager who checked a trade-specific forecast, saw an Amber or Red advisory for the planned operation, and recorded the decision not to proceed — and the reasoning — has already started building the evidence that the commercial team will need later. The site manager who made the same sensible decision based on gut feel and a glance at the sky has not.

This does not mean site managers need to become claims writers. It means that the tools they use to make daily planning decisions should also be generating a useful record of those decisions as a by-product of normal work.

The practical point: A site manager who uses a trade-specific forecast to plan the day's operations is not doing something extra for the commercial team. They are doing their job better — and producing useful evidence as a natural consequence.

When to raise the issue with the project manager

Most weather-related operational decisions on site are within the site manager's authority to make. But some weather situations require escalation — and the threshold for that escalation is often left unclear.

A good rule of thumb: if a weather event is disrupting critical-path work, if it is likely to affect the completion date, or if it is likely to generate a claim, the project manager needs to know promptly enough to issue a contractual notice while the entitlement is still intact.

Contractual early-warning notices typically have timing requirements. Once the window closes, the notice may be ineffective — and the entitlement damaged — regardless of how clearly the weather can be evidenced afterwards. This is not a paperwork problem. It is a fundamental feature of how construction contracts allocate risk.

The site manager is usually the first person to know that a weather event is disrupting work. Getting that information to the project manager quickly — along with the specific operations affected and the forecast conditions — gives the commercial team the time they need to protect the contractor's position.

Weather is one of the variables that site managers cannot control. But it is one of the variables that can be planned for, worked around and — when it causes genuine delay — evidenced clearly.

The difference between a site team that manages weather well and one that does not is rarely about experience or judgement. It is usually about information. Operation-specific, location-specific, timed forecast information — not a general weather app — is what makes the difference between a reactive decision and a planned one.

Good daily planning decisions, made with the right information and recorded as they happen, are also the foundation of any future delay claim the project may need. The site manager who plans with a trade-specific forecast is not doing extra work for the commercial team. They are simply doing their job better.
